Make sure your black arrow tool is selected (so the properties for the Text in the Properties panel). 

• Set the Fill color to a medium-bright color. 
• Set the Stroke to a slightly darker shade of that color.

Go to “Advanced Fill Options”.

Set the Texture to "Grain" - about 30%. 

Click again on the stroke color square and go to “Advanced Stroke Options" button...

Use the drop-down menu at the top of the dialog box that pops up to set the stroke type to Felt Tip. 

Leave the subtype to the default "Dark Marker". Set Texture to Metal ...

• Set the amount to about 80%.
• Set the width to about 5.

Go to the "+" in the Properties panel. Add a Drop Shadow. Just use the default settings, and you'll see something like this in your Properties panel...
