Type out a word, any color.

First click on the Fill color square and choose Pattern.

This opens up a panel like this (on the left)..

Then click on the drop-down menu to choose Impressionist-Blue from the list.

Set the stroke color to black. 

Then go to "Advanced options"...

... and choose the type Unnatural> 3D Glow...  size=16, Stroke Centered, check box for “Fill over stroke”.

In Properties, add the following Filters...

Adjust Color>Hue/Saturation:

1. first make sure you have “Colorized” checked
2. then change the numbers for Hue=53, Saturation=23, Lightness=19

Shadow & Glow>Inner Glow: pick a light color; increase Opacity a bit

Bevel & Emboss>Inner Bevel (default settings).

Change the Canvas color to black. Click off the canvas and you should see these options in Properties (alternatively, just go to MODIFY>Canvas>Canvas Color).
